Create a Form

I working on a project that is not well suited to Publisher, but
unfortunately that is what I have to work with at this time. That
being said, is it possible to create a form that has text boxes (which
can be locked down so users can not move them on the form) that will
be used to signify where text should be entered?

Do you have Word? It is far more suitable as a fill-in form creator. Will all
your users have Publisher? Unfortunately Publisher cannot lock down text boxes;
however you can create a method whereas a user can go from text box to text box
without manually moving the cursor. The caveat would be your folks would have to
be familiar with Publisher.

Design and save the form in Publisher, then use a PDF creator to create a
fillable PDF form out of it.
Acrobat Pro will do this, and probably one of the free PDF clones as well.
