Create a new enterprise project, click Project - Project Information, set
the Start date and click the OK button. In your task include, create a
final milestone as the last task in the project. On this milestone, you can
include an Inflexible constraint, such as a Finish No Later than constraint
with your target Finish date, or you can include a Deadline date with your
target Finish date. Hope this helps.

Dale gave you a good answer, just adding a little clarification. You can't
set both a start date and a finish date in MS Project. You can set the
start date and Project will calculate the earliest possible finish date for
you OR you can set a finish date and Project will calculate the latest
possible date you could start that would finish on time if everything went
perfectly according to plan. Calculating one of those dates for you after
you've set the other is the reason software like Project exists.
