Default file locatation for hyperlinks

I have a user who uses pulisher xp to create their webpage. She frequently
uses hyperlinks to pdf files. She saves all of the pdf files to the same
location. Is there a way to change the default location of files in the
insert hyperlink "look in" dialog box?
