No, there is no way to send notifications to resources in the manner you
wish. Instead, you should probably make this a training and performance
issue for both team members and project managers. I would surmise that you
wish to signal the early start of a successor task when a predecessor task
finishes early. If this is the case, I would recommend an approach similar
to the following:
1. The team member on the predecessor task enters actuals in PWA to
complete the task, and immediately submits the task update to the project
manager
2. The team member calls the PM to indicate an early finish
3. The PM updates the actuals into the project plan and publishes the
project using Collaborate - Publish - All Information
4. The PM calls the team member on the successor task to notify them of an
early start to their task
