Design a template / or is one available?

I am trying to design a template that will allow me to create bumper
stickers that can be printed (and then protected from the weather...)

Is there anything anyone knows of that already exists?

Or since I'm new to Publisher, how can I get instructions on how to create a
template to layout my own design?

I have the paper, that site apparently wants you to buy the paper as well as
the template.

I'm just looking for a way I can create a template easily in Publisher to do
what I need..... are there easy instructions for creating one somewhere??

The sticker paper is the same size as letter paper. Setup your page landscape,
Divide the paper in thirds, Arrange, grid guides, three rows. (Or two if you
want a larger sticker or four if you want it smaller). Design your sticker, use
an acrylic spray to seal the ink to make it water proof.
There are some templates here for Word, maybe it will give you some ideas.
