Dialog box for creating new flowcharts

I am trying to create a cross-functional flowchart with Visio 2002. Sometimes the dialog box that prompts you for the number of bands and chart orientation appears and sometimes it doesn't. When it doesn't (which is most of the time), I simply drag bands from the stencil into the chart area. However, the shapes that I place in these bands don't stay with the bands when I move them. I am attributing this to the fact that the chart wasn't properly set up because I couldn't use the dialog box. Also, there is no title space in the charts set up without the dialog box. Anyone know how I can get the dialog box to appear as it should? (Yes, I've tried File>New>Flowchart>Cross-Functional Flowchart to no avail.)

Under Tools \ Options \ Filepaths, it should read "1033\Solutions" for
Templates, Stencils and Add-ons.
Is that the same for you?
