What are the differences between Publish -> Project plan, Publish -> All
information, Publish -> New and changed assignments and Publish -> Republish
assignments in MS Project

2003.

And which action leads to which result.

Any thoughts on this would be greatly appreciated.

Collaborate - Publish - Project Plan: Using this option publishes only the
project plan data, making it visible in Project Center views and Detailed
Project views.

Collaborate - Publish - New and Changed Assignments: Using this option
publishes only the task assignments, making them visible in each resource's
View My Tasks page and on the View Resource Assignments page.

Collaborate - Publish - All Information: Using this option combines both of
the preceding publishing operations into a single unified operation. To
keep things simple, your PMs should use this option to publish their
projects.

Collaborate - Publish - Republish Assignments: Your PMs will only use this
option is some very specific situations, such as when a PM needs to take
over as the manager of another PMs project, or when a PM manually enters
Actual Work on a task in the Microsoft Project plan and wants to show this
data on the resource's View My Tasks page.
