Cannot Publish New & Changed or Republish Assignments

I have Project plan that has decided to not allow me publish new & changed
or republish assignments. I have tried everything I can think of to no avail.
This has happened to me twice before (but it's very random as far as I can
tell). I had to manually rebuild the plans the last two times because I could
never find a solution, but that's just so time consuming.

Project plan with 160 task lines & approximately 16 resources that has
previously been published and actuals have been submitted and updated
successfully. I added a new resource and assigned her to a few tasks. When I
went to publish New & Changed Assignments, I was prompted that my project
plan would be saved and hit OK and then instead of being prompted with the
next screen where I would normally see the New & Changed Assignments that are
about to be published, I get nothing and it goes back to my project plan.

I tried republishing assignments and got the same thing (just back to my
plan without seeing what would be republished).
I tried removing this resource and closing the plan and MSP. Then I adding
someone else (me) to a task assignment. Still could not get the new
assignments to publish.
I tried rebuilding the binary. That didn't help.
I tried renaming the plan using the renamer tool and then try republising.
That didn't help.
I tried saving the plan off as an MPP, deleted it from the DB, imported the
plan, turned off managed time periods so I could overwrite actuals. Still
doesn't work. The plan will publish (it does appear in project center) but
none of the assignments will publish now.

So there is obviously something corrupt in the plan itself but I have no
idea what it is. I tried clearning all the global items and then reselected
them after I imported the plan. Still no luck.

The interesting thing is that this plan is not ever producing an XML file to
be processed by the Views Notification process. All of our other project
plans function fine and the OLAP cube is running fine so it's not that
service per se but something in this plan is preventing it from generating
that file.

Any thoughts would be greatly appreciated.

Angel:

This sounds like corruption and I think you came very close to the cure, but
missed one important step. Instead of saving the project to an mpp file
(which will retain the corruption) save the plan to XML, then re-import it
to Project Server. This *will* cause some file bloat, so the next step is to
force the rebuild of the binary record. Let us know if this works for you.

I tried this and it still didn't work. I actually tried it twice, the first
time trying to publish before the binary rebuild process and the 2nd time not
until after. It still won't publish the assignments.

Any other thoughts before I manaully rebuild this plan?

Angel:

Did you try "Republish all Assignments" rather than just "Publish." If this
doesn't do it after exporting to XML, deleting the plan from server, and
then forcing binary rebuild, then a manual rebuild would be the fall-back
solution. The only other thing I can think of is bad schedule data in the
plan that might cause this, but it might take longer to find then to
rebuild.

Yep I tried every method for publishing and still nothing. I ended up
rebuilding the plan today.

Thanks for all your help though.
