Is there a way to report SPI and CV% at the project level(Level 1)? When I
run the reports, or export to excel, I only get these values at the
individual task level.

Hello

On the earned value report selection screen, click on edit button and
tick the check box "Show Sumary tasks", this enables the report to
show the data at all levels of the project.

should be visible in the Earned Value Schedule Indicators table (SPI,
SV%) and the Earned Value Cost Indicators table. I

When you saved a baseline did you baseline all tasks including summary
tasks?

I hope this helps. Let us know how you get along.
