error installing home & student 2007

I am trying to install microsoft office home & student 2007 and it gets about
2/3's of the way through when an error message pops up 'error 1317. Setup
cannot create folder. Verify that your path exists in your system and you
have sufficient permissions to update it.' I have tried many different things
to resolve this and I haven't been able to. Please help!

The actual error message is:
Error 1317.Setup cannot create the folder
C:\WINDOWS\winsxs\Policies\x86_policy.8.0.Microsoft.VC80.MFC_1fc8b3b9a1e18e3b_x-ww_0f75c32e.
Verify that the path exists in your system and that you have sufficient
