error message: 0x800CCC67

I'm looking for help :). My OE has been working fine for a long time, I
haven't changed anything, and all of a sudden a few days ago the message
below appeared and I'm not able to send any email. I can receive emails, but
I'm not able to send anything. I've tried my ISP support and researched this
error message, the only thing left it seems is to reinstall OE? I'm by no
means a techo, so I really have no idea.

Any help would be greatly appreciated!

'smtp.charter.net', Protocol: SMTP, Server Response: '421 charter.net
connection refused from [97.87.54.182]', Port: 25, Secure(SSL): No, Server

references are for use with MS's web newsreader (not exactly the best way to
post but it works for some people)

For Outlook those connection failures are usually caused by virus scanners
doing a mail scan.

However, note that this is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office
family.

I feel like you are blowing off this lady's question. I use Office 2007 and
Outlook does the same thing. Twice I've had to re-install it in order for it
to not give me the error msg. QUick answers aren't always the best. Some
time you need to ask more questions.
