Error message when importing/inserting images from file

I have Publisher 2000 Small Business edition and for some reason whenever I
try inserting an image from a file it says that the graphic file cannot be
converted and that I should hit F1 for help or reinstall office to add the
converters... i have tried this and it does not work

Added information:

The error also say the picture format was not recognized or there was an
error loading the graphic converter. i've tried inserting bitmap, jpeg, gif
and it still says the same thing

Might be your graphic filters. Do you have problems inserting from the Clip Gallery?
Re-installing doesn't always replace all files.

The graphic filters are in a folder similar to this:

C:\Program Files\Common Files\Microsoft Shared\Grphflt
Rename JPEGIM32.FLT to JPEGIM32.OLD, drag and replace the filter from your setup
disk, if this works you can do it for each of the errant filters.

Yes I can insert clip art and no renaming the file and dragging the new file
from the CD to the folder did not solve the problem

For extra info the file on the CD was last modified in 1998 and the file on
the folder was last modified in 2000

More added information. I have the same version running on my family computer
thats uses XP and the files are even more recent and inserting pictures work
however I tried copying those files and putting them on the computer but this
did not work either

Yes I have all the service packs and the some of the pictures i've tried to
insert are less then 1MB however I found a download from microsoft.com, the
Office Converter Pack and that seemed to fix the problem. Thanks for your help
