File error: Data May have been lost

I have an excel file which is exported from a software. I can open the
exported excel file in Microsoft Office 2003, Office 2003 SP2 and Open Office
with no error prompt. But i not able to open the file correctly in Office
2003 SP3, when try to open the file, it prompt "File error: Data May have
been lost", if i click ok, the file open but all the data in the column is
blank. when there is is prompt for "File error: Data May have been lost", i
notice on the bottom left hand corner of the excel application there is
wording like "Microsoft Excel 5.0/7.0".

Any idea what might have cause this issue?
