Flash background of list

I have a list which shows the location of all my units. I would like to
create a timer event that when a unit is at a location for a specific amount
of time, the time would flash the background of that unit on the list.

My listbox is based on a query and shows the most recent activity for each
unit.

Any ideas on how to accomplish this?
