Folder Permission Error

The rules wizard has stopped working in my Outlook 2002.
When I try to creat a rule directing email to a different
folder I get the following error "The Rule Could Not Be
Created. Check Your Folder Permissions"

Folder permissions is not an option when I click on
folder properties. I am using Windows XP and I am logged
in as the administrator.

Any ideas?
