FrontPage 2000 "Publish Web" Button Grayed Out

After I have created a webpage and saved it as html, I go and try to publish
the webpage but the "Publish Web" button is grayed out and I can't publish
me webpage. How do I get this button not grayed so I can publish my
webpage?

You need to create a web, and then create the page inside the web.
