Getting a translation error when trying to import an excel file i.

I am trying to import an excel file into my contacts in Outlook and am
getting an error that says that I do not have permissions to the file, the
file may be open or that I have selected the wrong file. I do have
permissions, the file is not open elsewhere and I have tried multiple times
so I know that i am selecting the rigfht file.
Any assistance is appreciated,
