Group/Ungroup disabled

So Call Me Crazy

I keep having the issue where the Group or Ungroup will suddenly be disabled.
I can't figure out any rhymn or reason. I will pick several controls and
want to group them, and it's disabled. Click into other tabs and come back
to it, then it's enabled! Same with Ungroup.

What am I doing wrong?!?
