How can I block a website without installing parental controls?

I want to block a website on my laptop at home. Not sure how to do this. At
work, employees cannot access eBay. They will get a message saying
"Forbidden..." What can I do at home? Thanks!

I meant to add that I want to block the page for myself, not a child. I am
getting hooked on a soliatire website and want to block it!

In Internet Explorer, tools, Internet Options, Content tab, Enable button, Approved
sites...

If the idea is to block yourself, I'd suggest having someone else set it up.
If you do the blocking, then you'd know how to unblock it.
