How can I blur parts of pictures so you can't see the name/face we

I am trying to blur out a name on a cargo ship for a picture but I am not
quite sure how.

Maybe you could just cover it with
a textbox of the same or similar
color?

In an image editing program like
MS Digital Image you can actually
blur or remove the name.

I am reasonably sure that you would have to do the blurring in a graphic
program such as Photoshop before inserting the picture in a Publisher
document. You might want to take a look at Xnview, which may be freeware.
