How can I choose a different layout for a second page

I am a teacher. My pupil wants to prepare a two page document chosing
different page layouts for each page using publication design templates.
Every time he does this the layout for the first page changes. How can he do
it?

I don't think there is a way to do this without creating two separate
documents.

The built-in designs are there to aid users in creating documents with a
consistent and professional look-and-feel throughout. Having a different
built-in design on each page is exactly contrary to this idea, and is
generally not a very good idea.
