How can I fill in a form saved in .jpg format?

I am trying to fill in a form saved as a .jpg file which I have inserted into
Word 2002. Can this be done or do I need to change the format in which the
file has been saved?

Only by typing on top of the JPEG. Either send it behind text and use
ordinary document text, or place text boxes over it where you need to type.
