How do I add a page when working on live site

We have several people working on our site Live using
FronPage 2000/02/03.
How can we add a new page to this site?
I know if we can't FTP it because it breaks the
extensions.
Thanks for any help.

With the site open in FrontPage, File > New > Blank page.
