How do I add resources only from the Resource Pool?

I have a Resource Pool set up for our generic resource titles. I want to
share this across multiple projects/multple schedulers, but make sure that
the schedulers can not add their own resource names(titles) and have that
populate out to the resource pool. I want them to only be able to select from
the resources that are in the Resource Pool.

However, I do want them to update the the work in order to track the
resource names(titles) allocation. This can then be used to look at possible
resource hiring etc.

If you have other suggestions on how to accomplish this, I would like to
hear it.
