How do I add visable pixels to photos?

I am creating a pubication with photos for a local Special Olympics program.
I create the layout all on computer and then hand a Printing Company the
original. They run the copies we need off their Repro (Copier) Machine using
my originals. In the old days, the photos in my layout had little dots on
them (just like newspaper photos) and the photos in the copies came out
great! Today, the photos have a lot to be desired in the copies that are run
off. I think this is because there are no longer "dots" (pixels?) on the
photos. So, I would like to know if there is a way to put the dots back
into my photos. I am using Picasa2 to store and adjust my photos. I realize
putting the yearbook on disk would be more efficient but we don't have anyone
that understands how to do that right now.
Hope you all understand my problem (I don't have a lot of computer jargon in
my vocabulary...I'm just an old community volunteer using my typing and
layout skills to help non-profits with their publications. I am Microsoft
Office Publisher 2003 and sometimes I use Home publisher 2000. I can adjust
photos in Paint if that helps. Thanks so much.
