how do I change folder permissions in outlook 2002

When I try to create a rule, I get a message saying "Cannot create rule.
Check folder permissions" but I can't figure out how to check or change them.

I think my Outlook may be configured as corporate but should really be
personal. Could that be part of the problem? If so, how can I change this?
