How do I manage resources in a portfolio having multiple projects?

I am managing a portfolio which will involve multiple projects. I may move
resources from one project to another. Projects could small or large. I
cannot use a project management plan because, when I move a person from one
activity to another activity, the information about the time the person was
allocated to the previous activity is lost.

You have to report time spent by the person on the previous activity as
Actual and delete any remaining time they might have if they're not
going to do it. Then assign them to the other task.
