How do I move a picture on a page without making others move?

How can I move a photo or object on a page withou making other photos or
objects on the same page skipping around randomly. I use text wrapping on
the 'tight' option so I can move them freely. Sometimes this works, other
times everything else on the page moves randomly so I can' position any thing
where I want it. Very frustrating!
