how do i open a publisher file created in new version?

I get publisher files in new versions of publisher. I have publisher 2000.
I can't open these files but don't want to update publisher. Is there a
download program I can get to translate these files?

There is not a download to translate. The only way you can open these files
in Publisher 2000 is to have the sender save the file as a Publisher 2000
file. In Publisher 2002/2003 they just need to go to File > Save As and
change the Save As Type to Publisher 2000.

There is NO sender to ask to resend. I am the creater of the files and they
all show as being saved as Publisher 2000 version 6.0. I have version 2000.
6.00 installed yet Publisher says it can't open them as they were created in
a different version, rubbish, they were not.

WHAT kind of problems does it generally cause? Are those problems
shared by all versions of Publisher?

For the record: I stopped using anything carrying the Norton label
maybe 10 years ago. Too much of a resource hog.

It is the plug-in. Years ago it was the scrip blocking. When I first started
using Publisher 2002 I had to disable the script blocking feature of Norton, now
it is only the plug-in.
