How do I save an opened document that has no changes to it?

I open a document and immeditaley click the save button. The document
is not being saved again, which is OK in normal circumstances as it
would be a waste of time to save when no changes have been made.

However, I have a macro FileSave that puts a footer in my document
before it save it. If I open a document with no footer and saves it
immediately before making any changes, it will not get my custom
footer.

What can I do?

A FileSave macro is triggered for me when I open and immediately save (Word
2000 and Word 2003) so I'm not quite sure what your problem is.

If you can't make it happen what about using an AutoOpen macro in which you
either make a change and undo it or simply set Document.Saved to False?
