How do I set up dowloading PDF file on web page using Publisher

I am setting up a simple web site using publisher and what to give browsers
access to PDF files of media articles etc. How do I set up a link on a web
page and where do I put the main PDF file?

....and if you want them to download, rather than be downloaded and displayed
in Acrobat, you can just .zip them first.

I have tried this, but it does not work for me. Any suggestions??

I have hyperliked the pdf document to a text, then I have saved the pub file
as a web page (htm) then uploaded both the folder containing the pdf document
and the site itself. Still no luck.

thanks. I could use some help on this topic, please. I can't find how to
upload the pdf file so that it can be downloaded by others. I know how to
hyperlink, but don't know how to create a "downloads folder" to store the
file to...
