How do you protect an Administrative Project from Project Managers

If you create an Administrative project and assign Project Managers to the task, they can then open the project and modify it.

How do you keep Project Managers from being able to modify the Administrative Project?

The Project Server Administrators Guide from Microsoft recommends the following (which does not address the problem stated above):

Change Work Days
Change Work Days is a global permission that allows a user to send working time updates
to their manager and create exceptions in the Standard Enterprise Calendar. Grant this
permission to most Project Web Access users unless your organization is using
Administrative projects to track non-project and non-working time.
It is recommended that users:
• Not be granted the Create Administrative Projects global permission (your
organization should not use Administrative projects if users are allowed to change their
own working days).

Here's how to solve the problem:

1. Log into PWA with Administrator permissions
2. Click Admin - Manage Users and Groups
3. Select the Project Managers group and click the Modify Group button
4. Remove the My Organization category from the Project Managers group (if
it is present)
5. Click the Save Changes button if you made a chance, or otherwise, click
the Cancel button
6. Click the Manage Security link in the sidepane
7. Select the My Projects category and click the Modify Category button
8. In the Projects section, make sure ONLY the "Allow users in this
category to view all projects they manage" is selected, and deselect any of
the other three options (if they are selected)
9. Click the Save Changes button

In step #8 above, I'm guessing that you probably saw the "Allow users in
this category to view all projects in which they are a team member" was
selected. If this was the case, then the reason they could open the Admin
project was because this permission allowed them to do so. In step #4
above, if the My Organization category was present in the Project Managers
group, and the Open Project and Save Project permissions were enabled, that
would also allow them to open the Admin project. Hope this helps.
