How embed pdf in frontpage

How can I either embed a pdf or force Frontpage to offer the option of Open
with please?

You don't do either with FrontPage.
File->Import the .pdf file into your website, then create a link to it on
one of your pages.
To open the .pdf, you need Macromedia's Acrobat.
