How to cancel Outlook synchronizing folders

Outlook tries to synchronise folders when I open the application. Often it
means Oulook cannot download emails, or if it does cannect with server, it
downloads multiple versions of the same email

Synchronising folders 'is' outlook performing a send/receieve.
It does so because its set to do so on starting.
Did it work before? if so what have you done/installed since then
