How to fix Word documents when the graphics are upside down

When I open documents in Word 2003 created in previous versions of Word,
sometimes the graphics are upside down. The Rotate option is grayed out. I
don't always have the graphic to read into the document again. There are
some edit options for bitmaps, but now I have document with a JPEG and I
can't fix it.

Does anyone know why this is occurring and what the fix is? It seems like a
bug in Word 2003.
