How to: Insert a page into another page...

Hi,

Using FrontPage 2003. I have a TOC page that I want to include on all my
other pages (rather than recreating it over and over again). I can add it
using Insert -> FIle... but it just makes a copy of the TOC page. How can a
insert a reference to the page so I only have to maintain 1 copy?

Caution
On some servers there are problems w/ the FP SE duplicating include page content that has a webbots (TOC, Form) in them
