How to link an entire PROJECT as a predecessor to a task?

I have an entire project that needs to complete BEFORE i can start another
task in a project. Is there anyway to link an entire project as a
predecessor for a task?

Sure but some ways are probably better than others. I would say the best
way is to link the final milestone in the first project as an external
predecessor to the first task in the second schedule. For this to work,
all tasks in the first schedule must have a successor, which should be
the case anyway.
