How to publish files to a web without using Front Page

My Windows server does not accept FTP. I can publish files easily with Front
Page, but another person working on this web doesn't have FP and needs to
upload some files directly to the web. How can this be done?

If they don't allow FTP (and w/ the FP SE you shouldn't FTP), have them send you the files by email or have them buy FP
