How to put nonprofit mailing permit on envelope?

I want create an envelope with the mailing permit number on it.

I am not sure I see the problem here. An envelope is a document like any

The permit is a box at the spot a stamp would go in with words and ending
with permit no. 111.

One easy way is to create a text box in that position and type the required
verbiage into it. Although a border is not required, many people use it, and
the text box by default has a narrow outline.
