HTML tags in incoming email

I am running Outlook 2002 under Windows 2000.
Occassionally I will receive email that has HTML tags in
it along with email headers. What causes this and how can
I suppress it?

It this happening to spam email or legitimate email?

Spam usually comes in that way...
