Hyperlink within page

I am trying to create a web page using publisher. On one
of my pages I have a list. I want to be able to hyperlink
from the name on the top to a description further down in
the page.
I cannot figure out how to hyperlink within a page

This feature is called bookmarking. Visit the web design newsgroup for
Publisher for more information to see if that is an option in Publisher. (I
know Publisher has bookmarking, but I am not sure it bookmarks on the same
page).
