I have no menus, title bar or toolbars on my word document

When I open up Word 2000, there is only a blank page with a ruler and view
options at the bottom (i.e. print view etc). I am not on a 'full screen' and
don't know why this has changed.

This newsgroup is specifically for matters dealing with Microsoft Project.
I suggest you try to find a more appropriate newsgroup that deals with Word
problems.
