I lost my desktop toolbar installing Out. 2003. Do I have
a way of getting it back? if not what did Microsoft have
in mind as an alternative to this convience?

The Office shortcut bar was removed from Office 2003. You can either
install an older version (XP seems to coexist better with 2003) or you can
try an alternative. I understand that the JetAudio toolbar is preferred by
some people.

As for what Microsoft intended, since Office 2003 only runs on XP and 2000,
both of which contain configurable toolbars in the OS, they decided to not
duplicate the effort and let users configure their own toolbars.

In addition to Milly's reply - note that the QuickLaunch bar in Windows
2k/XP is far better anyway, in my opinion - drag copies of shortcuts there.

I got up to speed on Quick Launch and that seems to do
the Job.
