InfoPath for our business???

I work for a local authority in the UK and we are looking at InfoPath as a
possible solution for our business needs. We currently use forms designed in
Word, printed out and completed. The data from these forms is then inputted
into a db (called CareFirst). We are looking to streamline our process. We
have bee looking at Adobe LifeCycle, who are keen. However we already have
Microsoft Office 2003 installed on most machines and therefore it might be
the obvious choice.

Our needs are:
Can read a CSV file and do a mail merge.
Create forms that can be:
a) converted to PDF
b) completed electronically validate data and then send within Outlook or
posted to an Outlook Public Folder
c) completed online and validate data
d) produce barcodes that can then be printed out, posted and the barcodes
scanned later to recreate the data. Are the barcodes in published forms
dynamic or static?
e) completed on a mobile device (PDA, mobile phones etc)
f) completed offline and submitted at a later date

We also need to know about licences. Do our Office 03 licences cover this?

Finally, our local authority are currently updating all PC’s but a lot of
them are Office 2000 or even Office 95 based on either XP or 2000 platforms.
What compatibly issues will be expecting there? Is there a free ‘viewer’
(like Excel has) that can be used for end users to complete the forms
electronically?

Any help much appreciated. I have tried to contact Microsoft sales directly,
but I just get routed around various departments on their 0870 number. With
no one able to assist.
