Have you installed O2003 before and this is a reinstall?
I ran into that problem. My W2003 server crashed, needed
reinstallation/repair and then when I had to install
O2003, it refused. I had to deinstall and kill all the
files manually (since it was trashed during the reinstall).
Just a thought.

it is win2k3 enterprise install
