Is Microsoft front page carpet a part of microsoft office

I have a folder Microsoft office front page, version 3.0, bin, in my machine
and want to know if it forms a part of the installation of the Microsoft
office small business because you scheme some with the same characteristic
they do not have this folder

extensions which Office client apps may use when publishing to a web server
with FP Server Extensions installed, it doesn't mean that you actually have
the FrontPage application installed.
