Is there a PowerPoint design template with rounded corners?

I am looking for a design template that has rounded corners that looks more
like a typical Flash presentation. Do any exist or can I create one?

You can create one quite easily by going to View > Master > Slide Master. Then
go to Format > Background and assign Black as the background. Then use the
rounded rectangle drawing tool to create a rectangle. Give it a "fill" of any
color you want that contrasts with black. Send the rectangle to back.
