Is there an Office Shortcut Bar available in Office2003?

I recently upgraded from Office 97 to Office 2003. I can not find any way to
bring up the Office Shortcut Bar. Is it still available is this edition? If
so, how do I get it to come up?

In short, no. But you can reinstall Microsoft Office 97 if you really want
(or need) it.

during the setup process
