hi i am trying to make labels using the avery L7162 template, i dont want
repeating labels i need to chnage the address on each label is this possible?

If you setup a database and merge, the labels will automatically have different
addresses and names.
Mail and catalog merge

Otherwise you can manually create your labels.
Arrange, guide lines measurements should be:
Left & Right Margins --- 1.745cm
Top & Bottom Margins --- .7925cm
Grid Guides 2 columns, spacing .3175cm
5 rows, spacing .3175cm
