Locking What Columns Are In A Table

Is there a way to lock down what fields appear in a table so that, if someone
without sufficient "permission" wishes to alter which fields they see in a
given view, they are forced to create a new table/view?

No there is not.
You can save a copy of your desired view under some other uncommon name so
you can retrieve it later or you can record a macro of creating the
table/view so that it can be restored at the click of a button, but you
can't lock a view/table down.
